             The Ilocos Sur National High School, in Vigan City, is the biggest public Secondary School in Ilocos Sur, with a population of more than five(5) Thousand students with the perennial enrollment increase, congestion remains a recurrent dilemma and the proliferation of one-story class rooms has considerably shrunk the campus open space.

           In Connection with the foregoing, privilege is assumed to petition for the construction of a four-story edifice housing Forty(40) classrooms including the necessary support facilities, in order that an ideal teaching-learning environment shall be enjoyed by the mentors and the studentry.
